Dear Paul and other Colleagues in the Great Transition Network (GTI),
I applaud the new commitment in this Concept Note to organization and action. It is admirable that GTI is actively organizing to enter the “culture wars” on the side of a planetary transition to peace, justice, freedom, and sustainability.
Indeed, with the new NATO declaration of endless imperialism against Russia and China, a nuclear war that will likely wipe out humanity looms on the immediate horizon. Meanwhile everywhere on Earth, climate change accelerated beyond all expectation and we look forward to a planet that may be uninhabitable by the end of this century.
Somewhat like the thinkers in the GTI group, hundreds of world citizen thinkers worked together between 1968 and 1991, through a process of constant discussion and four constituent assemblies, to write the Constitution for the Federation of Earth. This document in my view is the most doable and brilliant of the several constitutions that have been proposed for the Earth.
A unique feature of the Constitution is that it provides, under Article 19, for concrete action here and now that elaborates Provisional World Government and lays the groundwork for democratic ratification of the Constitution as a whole. I think it is important for all of us to be aware that the thousands of living people today who are signatories to the Constitution have initiated this World Democracy Campaign (WDC). This campaign is dedicated to building a momentum toward the 16th session of the Provisional World Parliament (PWP) scheduled for Pondicherry, India, December 7-10, 2025. We are inviting peace groups, human rights groups, justice groups, and environmental groups to join in this momentum. There is no requirement that the groups in this “Supporter Coalition” commit to the Earth Constitution as it presently is written. All they need commit to is the idea of global democracy while seeing the Earth Constitution (under which this movement is authorized) as a means to the larger end of global democracy.
From the delegates and participants at the 16th session of the PWP, elections will take place resulting in a Permanent Secretariat for Provisional World Government (PWG) that will likely be located in Bangalore, India, as well as online. This nascent Provisional World Government will not be run by the World Constitution and Parliament Assoc. (WCPA), nor by the Earth Constitution Institute (ECI). WCPA and ECI are only part of the “Convener Coalition” that initiates this transformative project.
The Provisional World Government will be run by those elected from the participants at PWP 16, that is the peace, justice, and sustainability leaders who participate there. The Earth Constitution will provide quasi-governmental status for the PWG which will serve as a concrete global voice for a democratic world order and for editing and updating the Earth Constitution according to the protocols available for this. Hence, it will be laying the groundwork for global elections to ratify an updated and renovated version of the Earth Constitution.
I have attached the World Democracy Campaign document to this letter. Any of you who are interested are invited to join the Supporter Coalition which is now building momentum toward a truly historical PWP16 and the initiation of Provisional World Government.
